Character Error
Plutarch tells Effie she isn't a prisoner, and is free to join District 13. How has Effie been eating if she has stayed in her cubicle the whole time? You can only eat in 13 in the common dining halls.

Character Error
Gale claimed that District 12 was completely destroyed and no longer exists. Yet the "Victor's Village" houses (including where Katniss and her family moved to following her victory in the Hunger Games) are more or less unscathed and untouched.

After Katniss takes down the bomber with an incendiary arrow, in the next shot she still has the full complement of arrows in her quiver.

When Plutarch Heavensbee is first introduced he is sitting down, but in the next shot he is standing again ready to greet Katniss.

Philip Seymour Hoffman, who plays Plutarch Heavensbee, tragically died with one week of filming left. Due to the fact that the majority of his scenes for the final two movies were already filmed, the role was not re-cast, but finished with a combination of re-writes, camera tricks and digital special effects.
