Bill Boss (Dieter Laser) is the warden of George H. W. Bush Prison, a maximum security prison which has some of the highest legal and medical costs, riot and violence rates and staff turnover in the United States correctional system. As a result of this, he feels that he does not get the respect he thinks he deserves from his inmates and Governor Hughes (Eric Roberts). Facing imminent termination, Boss' second-in-command Dwight Butler (Laurence R. Harvey) comes up with an idea to cut costs by making the prisoners a part of a 500+ person "human centipede", inspired by the notorious horror films. Tom Six, director of the films, is flown in to grant permission to the prison authorities to use the concept and oversee the end result.
